ON THURSDAY, 16TH OF SEPTEMBER, THE PLENARY MEETINGS OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD.
The Chairman of The Verkhovna Rada of Ukraine Arseniy Yatseniuk, having opened the morning meeting, has declared that overnight the project of agenda was introduced by the two biggest parties. Nevertheless, this agenda has not met the propositions of other three factions that are represented in The Verkhovna Rada.
The Chairman of The Verkhovna Rada of Ukraine A. Yatseniuk has officially declared about the cessation of democratic coalition, formed by The Yulia Tymoshenko Bloc and Bloc "Our Ukraine People's Self-Defence" on 29th of November 2007. He stated that the Ukrainian Parliament continues to be competent and are supposed to execute its constitutional legislative function and also he added that according to the Constitution of Ukraine only The Chairman of The Verkhovna Rada of Ukraine has the authority to sign acts of The Verkhovna Rada of Ukraine.
A. Yatseniuk has suggested that if there is personnel proposition regarding The Chairman of The Verkhovna Rada of Ukraine, it should immediately be scrutinized.
The leaders of The Deputies Faction have given the evaluation of the situation in the parliament after the announcement about the of democratic coalition.
After the break as the answer of the Hanna Herman´s proposition parliamentarians kept silence minute in the honor of the Georgiy Gongadze´s memory, who was lost on 16th of September 2000.
The suggested agenda has been supported by the voting an d the People´s Deputies started scrutinizing the issues.
First of all the bill on amnesty, introduced by the President of Ukraine, V. Yushchenko was heard. As it was declared by the speaker executing the duties of The Chairman of The State Criminal- Executive Service of Ukraine, Mykola Iltiai, has clearly made a cirle of people are reached by the amnesty and who are not. As it was declared by him aproximately 4 thousand people are supposed to be relesed and more than for 600 people the term of sentence will be reduced.
The bill on amnesty was adopted as a basis by the voting in the first reading.
Next, the People´s Deputies have scrutinized two bills on regulatory and legal acts, introduced by the people´s deputy R. Zvarych and O. Lavrynovych. According to the both bills it was suggested to regulate the adoption, implementation, state registration and accounting of regulatory-legal acts, to determine the system, types, hierarchy of regulatory-legal acts, and also to establish the only regulations forming technique for all the subjects of regulations forming.
After the authors have reported on the main items of the bills, co-reporter the Chairman of The Verkhovna Rada of Ukraine Committee on Judicial Policy, Sergyi Mishchenko has informed on the Committee descision, that suggested The Verkhovna Rasda of Ukarine to adopt as a basis the bill introdused by the People´s Deputy O. Lavrynovych with the order to the committee to prepare it for the second reading and during its preparation to the second reading, some separate essential items of the bill introduced by the People´s Deputy R. Zvarych should be taken into consideration.
The Verkhovna Rada of Ukraine has adopted as a basis the bill of the People´s Deputy O. Lavrynovych. The descision has been supported by 378 People´s Deputies.
In the end of the morning meeting People´s Deputies have scrutinized several bills on amendments to the Law "On notarial system". The bill, introduced by the government, was reported by Onishchuk Mykola, the Minister of Justice of Ukraine. He declared that the bill presupposes three main statements. First of all the adoption of this bill the private and state notaries will be equal in rights, and private notaries will also have enough authority to register the hereditary cases the same as the sate notaries. Next it was suggested instead of six month of trainee period for notaries to adopt 2 year trainee period. One more proposition was regarding the regulation of notaries work.
The bill "On notarial system"was taken as a basis. It was supportes by 327 parliamentarians
On this item the morning meeting was closed.
In evening meeting the People´s Deputies continued scrutinizing of the agenda. The Bill on amendments to some legislative acts of Ukraine (regarding the implementation of intermediate courts resolutions) was reported by the People´s Deputy Oleksandr Lavrynovych. The bill is aimed at the solving of the present problems and gaps in legislative regulation of activity.
The bill was not supported by the government representative, The Minister of Justice of Ukraine, Mykola Onishchuk
The Verkhovna Rada has adopted the bill in the first reading.
The bill on amendments to some laws of Ukraine on assistance to the building was scrutinized next. Yuriy Serbin, the reporter, has declared that the bill is aimed at the formation of favorable conditions for investments into building sphere.
The People´s Deputies have scrutinized the amendments. The bill was adopted in the second reading as a law in the whole.
The issue on the ratification was scrutinized in abridged course.
The Treaty between the Cabinet of Ministers of Ukraine and Federal Council of Switzerland on trainees exchange and Memorandum on Mutual Understanding regarding the coordinated development of Black Sea circular highway.
